Sheffield Wednesday Confronts Major Issues, States Independent Regulator

'Our role is integral to football's future' - independent football regulator the new chairman

The Championship club's current difficulties constitute a "major concern" and the football regulator is seeking powers to look into club affairs in similar circumstances, the newly appointed chairman the regulator has stated.

Through a comprehensive talk, the chairman, who was appointed on Monday, voiced concern towards the club's followers.

The chairman convened with four supporter groups associated with the Championship side in recent days.

The Championship side have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on several different times, including in last month.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," the chairman stated.

"Wednesday stands as one of the historic institutions for English football and this week we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take Wednesday and comparable cases submitted for our review if they need to be investigated and acted upon."

Monetary Issues and Ownership Situation

The team's struggling chairman the current owner indicated in the summer he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Delayed salary payments on time in spring months led to sanctions by the football authorities in June, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although those limitations were removed in August.

Official's Viewpoint

The chairman stated: "Our role exists to serve the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a community organization that has been part of their lives in numerous instances.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the followers."

Inquired if the regulator could force an proprietor to divest a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But Kogan stressed that forcing owners to sell clubs would be considered the final option and the authority would rather to collaborate with owners.

"Our least desirable course of action is commence engagement with an individual club, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the challenges confronting the team and the chairman's encountering," the chairman stated.

"But the truth is, when you examine the past of the game, over the last 20 or 30 years there have been some owners, a small minority, but some who have been irresponsible in the approach they have taken toward their teams and eventually decline to assume obligation for the coming years."

'Errors may undo substantial development'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the authority recently and maintained it represented a "progressive gathering" with a "high level of engagement" from the lower divisions to the top flight.

"This position carries substantial significance, because should mistakes occur, if the football community fails, the significant advances achieved necessary will vanish incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Considerable investment coming into football and has been invested for the past two decades, because certainty is lacking it will continue to come into football, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the coming seasons."

Elite Division Worries

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an commercial operation of the top division.

"Being fully aware of the worry about compromising the top flight as an elite competition of the nation. But at the same time, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a significant confidence."

Ideological Links

Kogan is still facing a "full inquiry" by the official appointments authority after he disclosed making donations to the opposition group in the past.

The official contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any type of partisan engagement."
